Abstract

Managing a project can be challenging during the best of times. This challenge is increased when modifying or renovating an existing facility. This implementation resource, which is based on extensive CII research, is intended to assist project teams that are working on renovation and revamp projects (or “R&R” projects), to achieve better project outcomes.

Chapter 1 introduces the definition of renovation and revamp (R&R) projects, and describes why such projects are unique. It also introduces the tenets of a special type of R&R project—the shutdown/turnaround/outage or “STO” project. Critical lessons from this research project are described in Chapter 2. Unique aspects of STO projects are discussed in Chapter 3. A new tool, called the Shutdown/Turnaround Alignment Readiness or “STAR” tool, has been developed that can assist in the assessment of readiness of an STO. Information regarding the STAR Tool is included in Chapter 4.

A key activity for R&R projects is the mitigation of risks surrounding the characterization of existing site conditions. A number of current tools and technologies have been identified to help with this effort. These tools and technologies are described in Chapter 5.

Finally, Chapter 6 summarizes the critical issues that must be addressed when conducting R&R projects, and provides a path forward for practitioners. Several appendices provide practical tools to help.

This implementation resource includes:

  • Development of a new tool: STAR (Shutdown/Turnaround Alignment Review) for addressing STO projects during front end planning. (p. 23)
  • Development of Project Condition Investigation (PCI) cards outlining tools and techniques to enhance front end planning risk management. (p. 31)
  • This research also revised several existing PDRI tools to support R&R Projects.
    • Revised the Project Definition Rating Index (PDRI) tool for industrial projects to reflect the unique characteristics of R&R projects. (IR113-2)
    • Revised the Project Definition Rating Index (PDRI) tool for building projects to reflect the unique characteristics of R&R projects. (IR155-2)
    • Updated the Front End Planning Toolkit. (IR213-2)
